
For example, when playing factions like Rome who can't have female generals, I tend to stack my wives with ancillaries that give bonuses to Research or other global effects. So if you have a character who you don't want to use as a general/admiral (or can't, because of them having the Family Duty trait,) some traits/ancillaries will be useless, but others can be very useful. On the other hand bonuses and penalties marked “local region” or “local province” only effect the region (or province) that this character is in, because they have a “local” effect. The same is true for in game mechanics which aren't location specific, like research. They can be a general, an admiral or a politician and it makes no difference, because they have a “global” effect.
